The short answer
Choose the lower cost for the amount you will use, not automatically the biggest pack or the largest discount badge.
Put packs on one scale
CCS describes unit pricing as a way to compare groceries across brands and pack sizes. Its Singapore supermarket pilot does not mean every shelf already shows a comparable unit price. When it is missing, divide the price by the quantity yourself.
An illustrative comparison: a 750 g pack at S$4.50 costs S$0.60 per 100 g. A 1 kg pack at S$5.50 costs S$0.55 per 100 g. The larger pack wins on that measure, although you pay one dollar more at checkout. These are not current supermarket offers.
Count the usable amount
Now estimate what you will finish. If your household uses only 800 g of the larger pack before discarding the rest, S$5.50 divided by 800 g is about S$0.69 per 100 g consumed. The apparent bargain has changed. Storage space and consumption matter alongside the shelf calculation.
Compare equivalent products. Different ingredients, drained weight or concentration can make a simple weight comparison misleading. Do not treat a cheaper unit price as evidence of equal quality or nutrition. Read the label for the particular product you intend to buy.
Take one decision home
Keep a short note for a few regularly purchased staples: pack size, actual paid price and date. You need your household’s repeat purchases, not a spreadsheet of the whole supermarket. Check whether a promotion requires membership or multiple packs before using its advertised price.
Buy the larger pack when its contents are useful, the storage works and the full payment fits your budget. Choose a smaller pack when it avoids waste or an unnecessary purchase. This is a comparison method, not a ranking of Singapore supermarkets.
